Identification and Recruitment
The Minnesota Migrant Education Program (MEP) contracts with Tri-Valley Opportunity Council (TVOC) to provide identification and recruitment services. Local grantees must follow statutory requirements of the Every Student Succeeds Act (ESSA), as well as the non-regulatory guidance (March 2017) and the Code of Federal Regulations issued by the Office of Migrant Education (OME), for identifying and recruiting eligible children and youth into the program, completing documentation accurately, maintaining high standards of quality control, and network building.
