Interagency Coordinating Council (ICC)

The Governor’s Interagency Coordinating Council (ICC) advises and assists the Minnesota Department of Education in the planning, coordination and delivery of a coordinated statewide, interagency system of services to children birth to five with special needs and their families. The Council is responsible for fulfilling the duties required in federal law which are further defined in Minnesota Statutes, section 125A.28.

The Council consists of 17-25 members appointed by the Governor. Members must include parents of children with disabilities, public and private service providers and advocates, including representatives from state and local education, health and human services, higher education and the state Legislature.

Beginning in 2020, the Minnesota Department of Education’s Early Childhood Special Education team, committed to robust engagement of stakeholders that support and implement our early intervention/early childhood special education programs and services across the state.  The following three documents are the evidence of the heavy lift and the diverse voices that helped to build this vision. These three documents will serve as our road map, directing our course over the next 6 years as we improve upon current systems and supports and lift up new foci. This is our strategic plan, aligned with the work of the MDE Strategic and the Governor’s Due North Plans and focused on improving outcomes for infants, toddlers, and young children with dis/abilities and their families.

The report also provides background and next steps to address the issue of accurately identifying and serving infants and toddlers with disabilities and their families who are experiencing homelessness.
  • Part C FFY2024 Grant Application with Updated Section III - 5/21/24
    Section III of the Part C FFY2024 Grant Application has been updated to reflect the expected federal allocation amount received from The Office of Special Education Programs (OSEP) on May 10, 2024. No other sections have been adjusted. The public review period for this document remains March 25, 2024 through April 23, 2024. The final application will be submitted to OSEP by May 22, 2024.

    This Cover Letter for DCYF is now open for public review for 60 days per direction of the Office of Special Education Programs (OSEP). A 30-day public comment period begins March 25, 2024, through April 23, 2024. Please send any comments for consideration during this time to mde.ecse@state.mn.us. This is under consideration along with the FFY2024 Part C Grant Application due to the Department of Children, Youth and Families (DCYF) co-leading Part C with the Minnesota Department of Education for FFY 2024.     This GEPA section 427 is now open for public review for 60 days per direction of the Office of Special Education Programs (OSEP). A 30-day public comment period begins March 25, 2024, through April 23, 2024. Please send any comments for consideration during this time to mde.ecse@state.mn.us. The GEPA section 427 will be submitted to OSEP by May 22, 2024. The GEPA section 427 is a federally required form that describes the steps and strategies Minnesota proposes to take to ensure equitable access to, and participation in, Part C by removing barriers of gender, race, color, national origin, disability, and age.

    The GEPA section 427 is a longstanding federally required form Minnesota has on file with the Office of Special Education Programs (OSEP) to describe the steps and strategies Minnesota proposes to take to ensure equitable access to, and participation in, Part C by removing barriers of gender, race, color, national origin, disability, and age. OSEP revised the form for FFY2023 (OMB Control No. 1894-0005 2/28/2026), which Minnesota must submit with our Part C FFY2023 Grant Application. The form is now open for public review for 60 days, with a 30-day public comment period beginning March 27, 2023 through April 25, 2023.   • Minnesota Section III - ARP Funds - 12/29/21
    The Minnesota Department of Education (MDE) was required to submit a grant application to receive American Rescue Plan Act funds specific for Part C for 7/1/2021-1/28/2024. While MDE was not required to publicly post the application prior to submission, extensive engagement was conducted to help determine planned allocations.   • Federal Fiscal Year 2020 Part C Application - 7/30/20
    The Minnesota Department of Education (MDE) is required to publish the signed Federal Fiscal Year (FFY) 2020 Part C Application upon submission to the federal Office of Special Education Programs (OSEP). The application was made publicly available prior to submission from February 24 through April 27, 2020 with a 30 day public comment period from March 17 through April 17, 2020. Electronic signature by May 1, 2020 was permitted this year due the COVID-19 pandemic with follow-up of an original ink signature by August 1, 2020.
