Title I, Part A
Title I, Part A allocations to states use traditional geographic school district population poverty estimates from the U.S. Census Bureau and are based on a statistical model that incorporates information from:
- Census Bureau’s American Community Survey
- Administrative records taken from Federal income tax returns
- Supplemental Nutrition Assistance Program
- The most recent decennial Census and recent updates to population estimates
- Data on Supplemental Security Income recipients
- Economic data from the Bureau of Economic Analysis

Request to Waive the 15 Percent Limitation on Carryover of 2019-20 Title I, Part A Funds
This is essential information for all local educational agencies (LEAs) that receive more than $50,000 in Title I Part A money.
Waiver Information for Title I Part A Carryover from 2019-20 into 2020-21
In April of 2020, Minnesota was granted the authority to approve waivers requested by any LEAs intending to carryover/carry forward more than 15 percent of their 2019-20 ESEA Title I Part A allocation into the 2020-21 school year. In response to the COVID-19 health emergency, this waiver is available even if the LEA had received approval to exceed this limitation in the past three years.
Waiver requests must be submitted by October 15, 2020.
Once your school district submits a waiver request, your district or charter will be granted a waiver receipt and approval. Please keep that documentation in your LEA’s official files.
Standard Eligibility for Title I Part A Carryover Waiver
In a typical year, LEAs are eligible to request a waiver of the 15 percent carryover limitation once every three years. All LEAs with Title I Part A, allocations of $50,000.00 or more are required budget 85 percent of their district’s Title I adjusted award amount by September 1. Any funds transferred from FIN414 (Title II, Part A) and/or FIN433 (Title IV, Part A) become part of the Title I, Part A, allocation and apply to the 15 percent carryover limitation.
The carryover limitation is calculated by taking the amount of the current year award plus transfers and subtracting the total expenditures incurred by September 30 of the following year. Without a waiver, any amount in excess of the calculated 15 percent limitation amount are deducted from the following year’s LEA’s allocation.
