Library Services and Technology Act (LSTA)
A five-year strategic plan, approved by IMLS, identifies Minnesota libraries' current needs and goals. All Minnesota LSTA funds, including all competitive grant projects, address one or more of the five goals in our five-year plan.
- Library services and policies promote barrier-free access
- Libraries contribute to the World's Best Workforce
- Libraries respond to diverse community needs
- Library value is measured and demonstrated
- Libraries facilitate digital equity and literacy

Now Open – Two 2019 LSTA Grant Opportunities
State Library Services is pleased to announce two 2019 Library Services and Technology Act (LSTA) competitive grant opportunities.
2019 LSTA Competitive Grant
An estimated $600,000 is available to fund grant proposals that range from $10,000 to $100,000 and help achieve Minnesota’s LSTA Five-Year Plan (2018-2022). Grant awards will support projects that address LSTA sub-goals A2, B2, C3, and E2. The overarching goals are to reduce barriers to access, support the World’s Best Workforce, promote equity, and advance digital literacy.
2019 LSTA Mini Grant
An estimated $75,000 is available to fund grant proposals that range from $1,000 to $10,000 and help libraries offer programs and services that address Goals A, B, and C in the Minnesota LSTA Five-Year Plan (2018-2022) and the World’s Best Workforce legislation, by preparing all students for college and careers, reducing barriers to access, and promoting equity.
Both grants periods are estimated to start on July 1, 2019 and end June 30, 2020.
