The Minnesota Department of Education (MDE) is requiring a student identification process for children registered in Early Childhood Family Education (ECFE) and School Readiness. The purpose of the new system is to better understand children’s early learning experiences prior to kindergarten.
The benefits to this work include extending existing student identification practices in K-12, Early Childhood Screening, Early Intervention and Early Childhood Special Education to children registered in ECFE and School Readiness. This will lead to improved opportunities at the national, state and local levels for children and families. New, secured systems and supports for superintendent-approved users are available to assist districts in submitting student data.> Enter Early Education Student
The Minnesota Department of Education (MDE) is interested in demographic and related information about the children who participate in Early Childhood Family Education. The data helps the department improve program support to districts and outreach to families. The ECFE/School Readiness Participant Questionnaire
for family participants may be used to collect this information; translated versions are available below.
MDE requires each individual accessing Early Education Student, or any secured MDE system, to be pre-authorized by their organization's Identified Official with Authority (IOwA) via the External User Access Recertification System
. The IOwA is typically the superintendent or executive director of the organization. MDE-Org provides a contact list for reference
Once the IOwA has set up a pre-authorization for the individual who will work in EE Student, the user must individually request access to the system using their MDE user account. See the Data Submissions homepage for guidance related to creating or updating an MDE user account.
