Early Learning Services Data Reporting


The Early Learning Services (ELS) Data Reporting System will no longer be used for data collection.


Starting with fiscal year 2020 (FY20), covering school year 2019-20, the Early Childhood Health and Development Screening program (ECS), Early Childhood Family Education (ECFE) and School Readiness program data will be submitted using separate reporting systems, linked on this page.
These data reporting submissions are required by Minnesota Statutes. Please read carefully to select the correct system for reporting.

Early Childhood Screening Data Submission

Data are collected from school districts and charter schools that provide screening programs for accountability purposes. These data provide an overview of how the school district or charter school have met the Early Childhood Health and Development Screening program requirements. Note: Charter schools only submitted Early Childhood Health and Development Screening data if they have a MDE approved screening program.

To submit the school district or charter school data in the Early Childhood Education Outcomes System for Early Childhood Screening, an individual must have an MDE user account and an approved access role for this system. Screening coordinators who submit the data will have a 'Screening User' role. Superintendents and Directors will have a 'Screening Approver' role to electronically sign the verification of data and statement of assurances form.

Early Childhood Family Education (ECFE) and School Readiness Data Submission

Districts no longer submit a separate biennial School Readiness Program Plan to MDE. Instead, the School Readiness biennial plan must be included in the school district's World's Best Workforce plan, describing how the School Readiness program meets the program requirements under Minnesota Statutes, section 124D.15, subdivision 3.

Data Reporting Due Dates

The annual program and participant data must be submitted electronically by July 15 of each year for ECFE and School Readiness and August 15 for the Screening program participation and services during the school year from July 1 through June 30.
