Early Learning Services Data Reporting

Starting in fiscal year 2019 (FY 2019), covering school year 2018-19, the Early Learning Services (ELS) Data Reporting System only collects annual district aggregated participant and program data for the Early Childhood Health and Development Screening program. Early Childhood Family Education (ECFE) and School Readiness program data are submitted to other MDE data systems. This data submission to the Minnesota Department of Education (MDE) is required by Minnesota Statutes.

Early Childhood Screening Data Submission

Data are collected from school districts and charter schools that provide screening programs for accountability purposes. These data provide an overview of how the school district or charter school have met the Early Childhood Health and Development Screening program requirements. Note: Charter schools only submitted Early Childhood Health and Development Screening data if they have a MDE approved screening program.

To submit the school district or charter school data in the ELS Data Reporting System for Early Childhood Screening, an individual must have an MDE user account and an approved access role for this system. If you previously submitted data in the ELS Data Reporting System, you will not be prompted to request access again as long as your access remains active.

Early Childhood Family Education (ECFE) and School Readiness Data Submission

Beginning FY 2019, covering school year 2018-19, data submission requirements have changed for ECFE and School Readiness. Listed below are the links to data systems for school district ECFE and School Readiness programs to use to submit their required program and participant data.

Districts no longer submit a separate biennial School Readiness Program Plan to MDE. Instead, the School Readiness biennial plan must be included in the school district's World's Best Workforce plan, describing how the School Readiness program meets the program requirements under Minnesota Statutes, section 124D.15, subdivision 3.

Data Reporting Due Dates

The annual program and participant data must be submitted electronically by July 15 of each year. These data are about screening, ECFE and School Readiness program participation and services during the school year from July 1 through June 30.
