Early Learning Services Data Reporting

Starting in FY 2018, the Early Learning Services (ELS) Data Reporting System only collects annual program report and participant data for the Early Childhood Health and Development Screening program. This data submission to the Minnesota Department of Education (MDE) is required by Minnesota Statutes. Data are collected from school districts and charter schools that provide screening programs for accountability purposes. These data provide an overview of how the school district or charter school have met the Early Childhood Health and Development Screening program requirements. Data submission users must have a MDE approved account set-up for the Early Learning Services Data Reporting System. If you previously submitted data to ELS you do not need to re-request access.

School district Early Childhood Family Education (ECFE) and School Readiness program data are submitted to MDE through the Early Education Student (EE Student) data system beginning FY 2018.

Data Reporting Due Dates
The annual program report data must be submitted electronically by July 15 of each year.  These data are about screening program participation and services during the school year, July 1 through June 30.

Districts no longer submit a separate biennial School Readiness Program Plan to MDE. Instead, the School Readiness biennial plan must be included in the school district's World's Best Workforce plan, describing how the School Readiness program meets the program requirements under  subdivision 3 of Minnesota Statutes, section 124D.15.
