Planning for the 2020-21 School Year

In March, the Minnesota Department of Education (MDE) followed the recommendation of the Minnesota Department of Health (MDH) to move to a distance learning format due to the COVID-19 pandemic. This format continued through the end of the 2019-20 school year.

MDE wants to hear from parents about their distance learning experiences this spring. Please share your experiences by completing this survey. The deadline to submit feedback has been extended to July 6.

In May, public health guidance allowed us to bring more students back into the classroom by supporting schools with a hybrid model of in-person and distance learning for summer programs.

As we plan for the 2020-21 school year, we are working with MDH to monitor the COVID-19 pandemic and determine how to keep our students, their families and our staff healthy. While it is too soon to determine how students will return to school this fall, MDE and MDH have developed guidance around three scenarios to help them plan for the 2020-21 school year:
•    Scenario 1: In-person learning for all students
•    Scenario 2: Hybrid learning with strict social distancing and capacity limits
•    Scenario 3: Distance learning only
School districts and charter schools must adhere to the health requirements and recommendations in MDH 2020-21 Planning Guidance for Schools and should consult MDE 2020-21 Planning Guidance for Minnesota Public Schools as plans for each scenario are developed.

Decisions around the fall may change as we learn more about which scenario will be in the best interest of public health, and specifically the health and safety of our school communities.

In partnership with MDH and the Governor’s Office we plan to announce a decision for which model of educational delivery will be in the best interest of the health and safety of our students, school staff and school communities for the 2020-21 school year by the week of July 27, 2020.

As we are monitoring the public health situation and working on our decision for the fall, MDE will continue to gather feedback from students, families, educators, and school staff. In addition to these feedback groups, MDE has collaborated with the WMCC to do a systems review of distance learning plans focused on structure, content and equity. This information will also help to identify any themes for our continued work in developing guidance for the fall.

Summer Programming Guidance for Schools

Governor Walz and Commissioner Ricker have announced that Minnesota public school districts and charter schools may choose to use a hybrid in-person and distance learning model, or a distance learning model for summer learning. This also applies to extended school year services. School buildings may also host other summer programming, if they can adhere to the updated public health guidelines. The pair previously announced that all Minnesota public schools will extend the Distance Learning Period for the rest of the 2019-20 school calendar year.
