Seclusion

Seclusion means confining a child alone in a room from which egress is barred. Before using a room for seclusion, a school must “receive written notice from local authorities that the room and the locking mechanisms comply with applicable building, fire, and safety codes” and register the room (Minn. Stat. § 125A.0942, subd. 3(a)(7))

Seclusion Reporting

Districts are required to report all seclusion uses. Each quarter, districts must report the number of seclusion uses and the specific details about each use to the Minnesota Department of Education (MDE) using the Quarterly Seclusion Reporting Form below. Upload the completed form in Excel format on the Special Education Document Upload page.

If no seclusion uses occurred during the quarter, the district should send an email, including the district number and name, confirming no seclusion uses to MDE.RP-SeclusionReporting@state.mn.us.

Deadlines

  • Quarter 1 (July 1-September 30) due October 15

  • Quarter 2 (October 1-December 31) due January 15

  • Quarter 3 (January 1-March 31) due April 15

  • Quarter 4 (April 1-June 30) due July 15
